03_EEA BILATERAL – Submission of funding proposals through the Bilateral Relations Fund, under the “Good Governance, Institutions, Transparency” Programme

The following potential implementing bodies are invited:

  • GENERAL SECRETARIAT FOR DIGITAL GOVERNANCE AND SIMPLIFICATION OF PROCEDURES
  • NATIONAL TRANSPARENCY AUTHORITY
  • SPECIAL SERVICE FOR THE MANAGEMENT OF THE “DIGITAL TRANSFORMATION” PROGRAMME
  • OMBUDSMAN

to submit project proposals (actions) for inclusion and funding under the Bilateral Relations Fund of the EEA Financial Mechanism 2014-2021.

In accordance with:

i. The Memorandum of Understanding (MoU) dated October 31, 2017, for the implementation of the EEA Financial Mechanism 2014-2021, signed between the Donor Countries (Kingdom of Norway, Republic of Iceland, and Principality of Liechtenstein) and the Hellenic Republic, represented by the Ministry of Development and Investments, as applicable.

ii. The Program Agreement dated September 25, 2020, for the funding of the “Good Governance, Institutions, and Transparency” Programme, with Programme Operator the Special Service for the Management of ICT Projects (SSMPI) of the Ministry of Digital Governance, signed between the Donor Countries and the Hellenic Republic, as represented by the Ministry of Development and Investments, including its annexes, as applicable.

iii. Ministerial Decision No. 124428/24.11.2020 (Government Gazette 5355/Β/07.12.2020) “Co-financing of the Programme entitled ‘Good Governance, Institutions, and Transparency’ with Programme Operator the Special Service for the Management of ICT Projects (SSMPI) of the Ministry of Digital Governance, with resources from the EEA Financial Mechanism 2014-2021 and national resources from the Public Investment Programme (PIP).”

A budget of €100,000 is allocated to strengthen bilateral relations between the Donor Countries (Norway, Iceland, and Liechtenstein) and the beneficiary country, as defined in the above documents, fully funded by the EEA Financial Mechanism 2014-2021. The management of this amount will be handled by the Programme Operator of the “Good Governance, Institutions, and Transparency” Programme, based on the objectives and indicators outlined in the Program Agreement and aligned with the Programme’s goals.

The Bilateral Relations Fund is a flexible funding source as outlined in the EEA Financial Mechanism 2014-2021 Regulation and is used to support activities that aim to strengthen relations between the Donor Countries and Greece as the Beneficiary State, enhance their strategic cooperation, network, and knowledge exchange between entities. Overall, the Fund aims to further strengthen the political, professional, social, and economic ties between the Donor Countries and Greece.

The purpose of this call is to inform interested entities about the submission of proposals that contribute to the improvement and strengthening of bilateral relations between Greece and Norway, Iceland, Liechtenstein, and are consistent with and aligned with the priorities and areas outlined in Chapter 16 of the Blue Book, which describes priority sectors and areas (https://eeagrants.org/sites/default/files/resources/Pages%2Bfrom%2BBlue%2BBook_PA%2B00-16.pdf).

All terms and conditions of this call, including the budget, may be modified during the validity period of the call.

Funding proposals should be submitted through the EEA Financial Mechanism’s Electronic System (OPS) at the following link: http://logon.ops.gr/ from May 31, 2022, 08:00:00 (start date for submission of proposals) until December 31, 2023, 14:00:00 (deadline for submission of proposals).
