02_EEA_PDPs – Implementation of the “Good Governance, Institutions, and Transparency” Programme of the EEA FM 2014-2021 through the Predefined Actions of the Programme Agreement

The entities falling within the following categories of potential Implementing Entities (or alternatively the following potential implementing entities) are invited to submit project proposals:

  • General Secretariat for Digital Governance and Simplification of Procedures
  • National Transparency Authority
  • Ombudsman

to submit project proposals for inclusion and funding within the Programme(s). Implementing Entities are also considered those that have entered into a cooperation agreement as indicated.

This call pertains to the implementation of Functional Area I of the EEA Management and Control System for the application of Article 6.5 of the EEA Regulation. The three (3) Implementing Entities included in the Memorandum of Understanding (MoU) dated October 31, 2017, between the Donor Countries (Kingdom of Norway, Republic of Iceland, Principality of Liechtenstein) and the Hellenic Republic, amounting to €8,235,294.00, agreed to implement the Programme titled “Good Governance, Accountable Institutions, Transparency” (GR-F-Good Governance, Accountable Institutions, Transparency) with the Programme Operator (PO) being the Special Service for ICT Management and Implementation (SS ICT MI) through three (3) predefined projects (Predefined Projects). Each Implementing Entity has the option to collaborate with entities as Project Partners, as specified in a Cooperation Agreement document in accordance with Article 7.7 of the JMD MCS EEA 2014-2021.

The Programme Agreement dated September 25, 2020, signed between the Financial Mechanism Committee and the Hellenic Republic, represented by the Ministry of Development and Investments, and the Funding Ministerial Decision No. 124428/24.11.2020 (GG 5355/B’/7.12.2020) for the Programme titled “Good Governance, Accountable Institutions, Transparency” (Programme F-Good Governance, Accountable Institutions, Transparency), outline the physical scope, budget, and objectives agreed upon and pursued through the projects. The same Programme Agreement establishes eligibility conditions, such as the revision of schedules in relation to the eligibility period, clarification of specific indicator values, etc. The final deadline for eligible expenditures of the EEA FM 2014-2021 is set for April 30, 2024.

The main objectives of the Programme, expressed in terms of result indicators and served through the Predefined Projects, are as follows:

  1. “Improvement of the effectiveness of public administration” with a budget of €3,401,765
  2. “Enhancement of transparency and integrity in public institutions” with a budget of €2,000,000
  3. “Reduction of maladministration in the public sector” with a budget of €2,010,000.

With this call, Implementing Entities are invited to submit the Project Technical Data Sheets and accompanying documents, taking into account the conditions of the Programme Agreement. Implementing Entities are requested to avoid exhausting the above deadline, as any delays will affect the overall project implementation timeline.

The co-financed public expenditure available for project inclusion under this call amounts to €7,411,765.00.
