Programme Operator of “Good Governance, Institutions, and Transparency”
Since 2020, the Special Management Service of the “Digital Transformation” Programme has been appointed as the Operator of the “Good Governance, Institutions, Transparency” Programme, taking on the responsibility of achieving the objectives outlined in the Program Agreement of the EEA Financial Mechanism for the 2014-2021 period. This Agreement, signed in 2020, is implemented according to the EEA Financial Mechanism Regulation, incorporated into national law through the Joint Ministerial Decision on the Management and Control System (MCS) of the EEA Financial Mechanism.
Responsibilities and Role of the Programme Operator
- Participation in Evaluations and Audits: The ProgrammeOperator has participated in three external evaluations in 2021, 2022, and 2023, and successfully underwent a systemic audit by the Fiscal Audit Committee in 2023.
- Project Management and Monitoring: Ensures the programme’s outcomes by systematically monitoring the projects’ implementation according to the EEA MCS, guaranteeing that goals are met in line with the Regulation.
- Organizing Cooperation Committees: Regularly organizes Cooperation Committees based on the Regulation, in collaboration with the international Partner, the OECD. These committees track project progress and provide strategic direction on critical issues.
- Participation in the Communication Network: Actively engages in the communication network established by the National Focal Point, enhancing collaboration and information exchange.
- Communicating Results: Through a continuous social media presence, the Programme Operator communicates project results, keeping the public informed and engaging society with the programme’s achievements.
The Programme Operator’s role is vital to the successful completion of projects, providing transparency, strategic guidance, and dedication to promoting good governance and transparency in Greece.
