Projects

The objectives of the three projects being implemented under the “Good Governance, Institutions, Transparency” Programme of the EEA Financial Mechanism 2012-2021 are as follows:

Digital Transformation of Citizen Service Centers (KEP) (G.G.D.D.):

The goal of the project is the organizational upgrade and digital modernization of the Citizen Service Centers (KEP) through the development of digital services and process improvement, in order to provide faster, more flexible, and efficient services to citizens. The actions include the implementation of electronic signatures, the creation of an integrated information system (e-KEP), and the enhancement of KEP infrastructures, aiming to improve the performance and accessibility of public services.

Achievements:

  • Digitization and Unified Operation: Creation of an integrated digital system connected with other public sector systems, strengthening the operation of KEPs across Greece.
  • Process Simplification: Through the redesign of 200+ public processes, bureaucracy has been reduced.
  • Enhancement of Digital Skills for KEP Employees: Training and participation in a community of practice and user support for a smooth transition to the new system.

Results:

  • 1.3 million digital transactions related to thousands of citizens’ cases have been processed through the new system (early 2024).
  • 1,074 KEPs connected to the new system, enabling immediate and transparent citizen service.
  • 2,573 participants in training webinars and 19 participatory workshops ensure that employees are familiar with the e-KEP system.
  • Familiarization of employees with 200 redesigned processes, due to the system’s interoperability with other public sector systems.

Strengthening the Integrity Strategic Plan (EAD):

This project aims to strengthen the national framework for integrity, transparency, and accountability in public administration. It focuses on adopting and implementing uniform measures to combat corruption, enhance transparency, and promote accountability in public institutions. The National Transparency Authority (EAD) undertakes actions to improve the asset recovery framework and prevent corruption in Greek public life.

Achievements:

  • Development of a Conflict of Interest Management Framework: Creation of guidelines, tools, and institutional proposals for managing conflicts of interest in public administration based on international best practices (OECD).
  • Training of Public Servants: Provision of educational programs to strengthen integrity and transparency in the public sector.
  • Collaboration with the OECD: Adoption of international best practices through cooperation with the Organization for Economic Co-operation and Development.

Results:

  • 170 participants raised awareness of the project’s role in managing conflicts of interest in collaboration with the OECD.
  • Development of online training tools on transparency, accessible to public servants.
  • 2 study missions with the OECD for the application of best practices in transparency and 3 studies with analysis and institutional proposals.

Reducing Mismanagement in Public Administration (Ombudsman):

The goal of this project is to strengthen the role of the Ombudsman in addressing mismanagement in the public sector. The project focuses on enhancing the Ombudsman’s capabilities to promote good governance, strengthen accountability, and combat mismanagement in the public sector, ensuring compliance with principles of transparency and legality.

Achievements:

  • Expansion of Accessibility: Establishment of a new Ombudsman office in Thessaloniki, improving citizens’ access to its services.
  • Development of Partnerships with Local Authorities: Strengthening cooperation with regional and local administrative authorities to promote accountability.
  • Educational and Awareness-Raising Actions: Organizing seminars and workshops to raise awareness among public servants and citizens on issues of rights and accountability.

Results:

  • 193 local visits and working meetings, enhancing support for citizens at the local level.
  • Creation of a network of collaborations with local authorities for better citizen service and enhanced transparency.
  • Organization of 20 awareness seminars that increased understanding among citizens and public servants on issues of accountability.

These projects, collectively, aim to enhance transparency, integrity, and effectiveness in public administration, making public service processes more accessible and fair for all citizens.
